Main Phases of the Project

Q. What are the main phases of the project starting from planning through construction?

A. There are three main phases of the project: Preliminary Engineering, Design and Construction. During the Preliminary Engineering phase, we will work with the residents, the Municipality, and the utilities to identify goals, concerns, develop alternatives and prepare cost estimates. Input gathered will help decide which alternatives to consider further. The alternatives are simply conceptual designs evaluated for comparison purposes. The information will be summarized in a document titled the Design Study Report (DSR). A Draft DSR is available for review to the public, various Municipal departments, and utilities for review and comment. The Final DSR, will consider all comments and will recommend improvements. The Design phase develops detailed design documents based on the final design recommendations of the DSR. The Design phase also includes right of way (ROW) acquisition and utility coordination. The final design documents are used for the bidding and Construction phase. The contractor with the lowest responsible bid is selected to construct the improvements.

A. This project will not extend to O’Malley Road. See the project limits on the home page of this web site.

Schedule

Q. What is the schedule for completion of the Design Study Report? For design? When will construction begin and how long will it last?

A. The preliminary engineering phase began in May 2005, and the final Design Study Report (DSR) was completed in March 2006.  Preliminary design work is schedule to begin in the fall of 2007.  Construction is scheduled to begin in the summer of 2008 and be completed in the fall of 2008.

Speed Limit

Q. What is the current posted speed limit for Independence Drive? What will be the posted speed limit for Independence Drive?

A. The current posted speed limit for Independence Drive is 25 mph. The recommend posted speed limit for the roadway is 25 mph.

Pathways/ Pedestrian Facilities

Q. What type of pathways and pedestrian facilities do you expect to provide?

A. Since the existing sidewalks are in very poor condition, we expect to replace them with new 5-foot wide sidewalks. On the south half of the project, there is no pathway on the east side of the roadway. The Municipal Standard for a collector roadway is to have pathways on both sides; therefore, a new pathway will be constructed in this location.

Traffic Calming

Q. What type of traffic calming measures has been considered?

A. The design study report evaluated traffic calming opportunities which include raised crosswalks/intersections, speed humps, neckdowns(bulbouts), and chokers
